Windows Steady State sounds like an update to the Policy Editor for Win 98 that was out.  I used that a couple of times at my church to restrict the users to certain programs.  It was always a pain in the butt to setup.

Windows Steady State http://www.microsoft.com/windows/products/winfamily/sharedaccess/default.mspx
Its a little tedious getting it set up, but it should do what you need.
Works similar to Deep Freeze if your familiar with that and is free.

Good call Hoss!
